PLACES PROJECT
Manchester, together with Southwark and Nottingham, piloted the Places Project - a collaboration between Local Strategic Partnerships (LSPs), local government, government departments and regional Government Offices.
The initiative included those national floor and local Public Service Agreement (PSA) targets likely to be missed in Manchester. Particular emphasis was given to four thematic areas. These were:
Crime - primarily focussing on burglary targets
Education - primarily focussing on national attainment targets and targets on attendance
Health - primarily focussing on life expectancy targets
Employment - primarily focussing on employment and economic activity rates
The initiative tested the way of working between all agencies and government departments, both local and central and challenged the effectiveness of actions, explored local and national barriers to delivery, and reached agreement on what different interventions (if any) were required.
A report commissioned by the former Office of the Deputy Prime Minister (ODPM) to evaluate the results was compiled by Professor Hilary Russell - sociologist with wide professional and academic background.
