NEIGHBOURHOOD FOCUS
To bring about genuine and widespread neighbourhood renewal, improvements must be made to services provided by the public, voluntary, private and community agencies.
A neighbourhood focus ensures that actions to bring about change are directed towards those areas, or neighbourhoods, where the gaps in performance are greatest.
To identify where needs are greatest, Manchester has a four tier approach:
Manchester has a significant role at the centre of the city-region, it is the regional capital and is the hub for commercial activity. Manchester's influence, and programmes of work often span the city's boundaries and, as the strength of the region develops, partnership work involves other districts and regional agencies. At the cross-regional and sub-regional level the city is developing with accelerated growth. The Northern Way aims to establish the North of England as an area of exceptional opportunity combining a world class economy with a superb quality of life. Other work goes on at sub-regional level, such as the Housing Market renewal work with Salford, and the Transport Corridor Partnerships that span a number of boundaries.
At city level - the Community Strategy, the seven thematic partnership action plans, and individual agencies improvement programmes, focus on quality of life priorities for residents.
At district level – regeneration is managed through Strategic Regeneration Frameworks. These connect opportunities for economic, social and environmental development simultaneously in order the deliver wholescale change. A number of neighbourhoods or wards are grouped together in order to deliver dramatic changes to improve economic wealth and social well-being.
At neighbourhood level – services and residents are brought together to create places where people choose to live. This is achieved using ward plans, local area partnerships and local area groups amongst other intiatives. Ward Co-ordination brings services providers and residents together to determine priorities for their area.
This diagram illustrates the developing relationship of the area focus in relation to the Community Strategy.
