Local Area Agreement

The Local Area Agreement (LAA) is a three-year agreement between Manchester City Council, its partners and the government. The agreement identifies priorities that most affect the lives of Manchester people and targets which, when achieved, will raise the performance of the city significantly as compared with other cities.

Manchester’s LAA has been developed and agreed with all agencies within the Manchester Partnership. This includes elected Members of the City Council, public agencies, private enterprise, community and voluntary organisations and residents. The LAA was refreshed in March 2009 (and will be again in March 2010) to make sure it is kept up to date. The 2008/9 refreshed LAA is attached below:

Use the LAA Toolkit. The materials are for partners to read and to share with staff. There is a power point presentation with notes, posters showing cycles of actions that bring the priorities to life, and examples of how things being done today will achieve the vision by 2015.

This LAA is Manchester’s delivery plan for the next three years of the Community Strategy 2006-2015. It is not just a performance management framework, it delivers the vision through partnership working. This LAA will help us to align overall public sector spend towards our agreed Community Strategy.

The Government has issued an overview document of what councils, Local Strategic Partnerships, Government Offices, Inspectorates and central government departments will be doing to implement the performance framework. It contains practical information about delivery arrangements for Local Area Agreements, how the national indicator set will be used to monitor progress and the implications of the introduction of Comprehensive Area Assessment.
