Manchester is the UK's fastest growing city, with levels of investment second only to London.
It's the regional capital, the second most visited city in England, the number one choice for further education students. It has world class sports venues that are used regularly for international competitions and community events, and has cultural activities to rival any European city.
But Manchester also has some less positive statistics. There are too many people not working, because they are unemployed or on incapacity benefit. School results are improving but lag behind the national average making it less likely that Manchester's young people will be able to benefit from the future jobs boom. It is predicted that 100,000 jobs will be created here in the next ten years. Too many people suffer from ill-health causing men and women to die earlier than in other parts of the UK.
The Manchester Partnership - the city's Local Strategic Partnership - finds new ways of solving difficult and complex issues that affect the lives of residents - issues that prevent people from participating fully in the city's economic, social and cultural life. The top priority issues are in the new Community Strategy for which the Partnership is responsible.
The city sets out its priorities in its Community Strategy. Some of these priorities have been successfully addressed in a previous document, now new priorities are emerging. Manchester's Community Strategy 2006-2015 has a three-year action plan using the opportunity of having an agreement between leading service agencies, the community and the government through a Local Area Agreement.
A neighbourhood focus is essential to ensure that action for change is targeted towards those areas or neighbourhoods where the quality of life differences are greatest.
The Manchester Partnership makes a significant difference because agencies are working together at every level. The Partnership also seeks to influence and challenge the way public services are delivered and to make sure that targets set out in the Local Area Agreement which contains national floor targets and other high level indicators that drive its work are achieved . These targets are managed through Performance Management .
